Democrats spent much of 2017 threatening to shut down the government over DACA, aid to Flint, Michigan, a ‘clean’ funding bill, and Obamacare. Their tactics were endorsed, at various points and times, by the second-ranking Democrat in the Senate and 2020 presidential aspirants.
